Generally a dispatcher will ask someone to calm down, take a breath and try to get the info out so it can be understood, but never - EVER - disconnect the calling party. That was shocking and I hope the veteran sergeant gets his pants sued off. When I was security at the Hilton, I had a domestic situation one night that took a long time for Palm Springs Police to respond - when I called the third time, after 30 minutes had gone by since my first call, I asked the dispatcher what was taking so long and she informed me that they had "other priorities." My reply to her - "Well, I have a screaming woman covered in blood running around naked in our parking lot, so I hope you can squeeze us in sometime tonight." But I was careful not to cuss - wouldn't want to have to wait any longer than we had already.
